Tribal Ready — a Native-owned and -governed company — was formed to help facilitate the gathering of data that accurately represents the broadband needs of Indian Country.

Digital Divide

The Issue

High-speed broadband is a means to an end, providing access to world-class economic development, education, healthcare, and other resources. It has immense economic and workforce impacts. 

The Broadband Equity, Access, and Deployment (BEAD) program provides $42.5 billion to expand high-speed internet access by funding planning, infrastructure deployment, and adoption programs in all 50 states. 

BEAD funding is available at the state level for unserved communities and individuals. The National Telecommunication and Information Administration (NTIA) allocates the funds to the states, primarily using a map created by the FCC known as the Fabric.

The Challenges

In a pre-production draft of the Fabric, analysis indicates that the location data may need to be corrected in 70 percent of cases in rural areas, either by omission or error.

Many Indian Country is left out by either incorrectly labeling areas as “served” or simply omitting data points.

Indian Country could lose out on up to $5 billion in funding it should receive from the BEAD program if the data were accurate. 

Currently, Indian Country does not uniformly have access to the data required to advocate for inclusion in each state’s BEAD funding allocation process. If accurate data is not obtained, Indian Country will likely be left behind again for the bulk of broadband funding.
